在6月1號兒童節那天，特朗普宣布退出《巴黎協定》，引來國際社會各方關注，當然批評的聲音是主要的，因為這對于全球氣候問題又是一大嚴峻考驗。

我在China Daily上看到一篇社論(editorial)，題目為“Trump gives the world more reasons to save our planet”，做了簡單的解析，分享給大家。今天是前半部分, 明天分享后半部分。

1.Once in a while (偶爾) there comes a time when just a single action changes for better or for worse (不論好壞) the course of the world.

析：注意there comes a time when...表示“到了...的時候”，比方說There comes a time when you need to make a choice.

另外when引導的從句中a single action changes the course of the world表示“單一的行為會改變世界的進程”。

2.The 21st century, during its short span (短時間), has experienced quite a few(相當多) such moves, with one being made by the leader of the richest and strongest country of the world on Thursday.

析：span? (n.the amount of time that something lasts), 表示“持續的時間”，例如a span of six years；還可以表示“橋的跨度”。

這句話可以理解為“21世紀走過的時間還不長，但是卻已經歷經了許多變動，其中之一便是來自世界上最富有和強大國家的領導人在周四引起的變動”。

3.The consequences of the move can only be guessed as of now (到目前為止). Yet it doesn't take rocket science (并不難) to fathom (理解) that US President Donald Trump's decision to pull the United States out of the 2015 Paris climate change agreement (《巴黎協定》) makes the future of concerted (共同的) global action against climate change uncertain.

析：注意rocket science表示“高深復雜之事”，例如 It’s not rocket science表示“不是難事”，這是很地道的英語表達。

注意原文“退出”一詞用到了pull out of；

另外，concerted表示“齊心協力的，共同的”，常見搭配有concerted efforts，相當于joint efforts（共同的努力）。

這句話大意是“特朗普退出《巴黎協定》決定使得全球共同應對全球變暖的行動更加不確定。”

4.The signs of the times to come were visible (明顯的) at the end of March, when Trump signed the "Energy Independence Executive Order" (能源獨立行政命令) to "annul"(廢除) the Barack Obama administration's legislation on reducing coal, oil and gas production and curbing carbon emissions (控制碳排放).

析：注意annul [?'n?l] v. “取消，廢除”；注意區別annual ['?nj??l] adj. “年度的，每年的”

注意curb [k??b] v. “控制，遏制”，相當于control。

這句話是說“特朗普的這一決定在三月底已經十分明顯，當時他簽署了‘能源獨立’的行政命令，來廢止奧巴馬政府對于減少碳、石油和天然氣產量，控制碳排放的法令。”
