第三，堅持與時俱進，打造公正合理的治理模式。小智治事，大智治制。全球經濟治理體系變革緊迫性越來越突出，國際社會呼聲越來越高。全球治理體系只有適應國際經濟格局新要求，才能為全球經濟提供有力保障。
Third, we should uphold the concept of advancing with times, building a fair and reasonable governance model. “People with petty shrewdness attend to trivial matters, while people with vision attend to governance of institution.” The transform of the governance systems of global economy is becoming ever more urgent, and appeals from the international community has also been broadened. Only if the global governance model has adapted to the new requirement of the international economical structure, can the global economy be able to offer vigorous protection.
國家不分大小、強弱、貧富，都是國際社會平等成員，理應平等參與決策、享受權利、履行義務。要賦予新興市場國家和發展中國家更多代表性和發言權。2010年國際貨幣基金組織份額改革方案已經生效，這一勢頭應該保持下去。要堅持多邊主義，維護多邊體制權威性和有效性。要踐行承諾、遵守規則，不能按照自己的意愿取舍或選擇?！栋屠鑵f定》符合全球發展大方向，成果來之不易，應該共同堅守，不能輕言放棄。這是我們對子孫后代必須擔負的責任！
When we are talking about countries, there is no big nor small, strong nor weak, rich nor poor. We are all members of the international community with equal rights, thus we should all be empowered with equal participation in decision-making, enjoying rights as well as fulfilling obligations. We should endow emerging markets and developing countries with more representations and rights to speak. The IMF Quota Reform has entered into force since 2010, it is important to keep the momentum going. We should stick with multilateralism, maintaining its authority and effectiveness. We should practice our commitments and follow the rules, not making choice based on individual interests. The Paris Agreement is in accordance with global development, we should all make our effort to cherish the achievements, as it does not come easily. This is the responsibilities that we must fulfill for the coming generations.
第四，堅持公平包容，打造平衡普惠的發展模式?！按蟮乐幸?，天下為公?！卑l展的目的是造福人民。要讓發展更加平衡，讓發展機會更加均等、發展成果人人共享，就要完善發展理念和模式，提升發展公平性、有效性、協同性。
Fourth, we should stick with the concept of justice and inclusiveness, ?building a development pattern of balance that can benefit the public. “A just cause should be pursued for common good.” The purpose of development is to benefit the people, thus we should make the development balanced, the opportunity of development equal and make sure the result of development can reach to every human being. We have to refine the concept and pattern of development and improve the equity, effectiveness and cooperativity of development.
我們要倡導勤勞儉樸、努力奮進的社會風氣，讓所有人的勞動成果得到尊重。要著力解決貧困、失業、收入差距拉大等問題，照顧好弱勢人群的關切，促進社會公平正義。要保護好生態環境，推動經濟、社會、環境協調發展，實現人與自然、人與社會和諧。要落實聯合國2030年可持續發展議程，實現全球范圍平衡發展。
We should advocate the social morality of industry and frugality, make sure that all the products of labor can be respected. We should make effort to address the problems of poverty, unemployment and widening gap between the rich and poor, pay more attention to the issues that the vulnerable most concern and promote social equity and justice. To realize the harmony between human and nature, human and society, we should protect the ecological environment and balance the three dimensions of sustainable development: the economic, social and environmental. We should make sure that the 2030 Agenda for Sustainable Development is implemented accordingly, and ensure that coordinated development can be achieved on a global scale.
“積力之所舉，則無不勝也；眾智之所為，則無不成也。”只要我們牢固樹立人類命運共同體意識，攜手努力、共同擔當，同舟共濟、共渡難關，就一定能夠讓世界更美好、讓人民更幸福。
“Victory is ensured when people pool their strength; success is secured when people put their heads together.” As long as we apply the concept of destiny of human community as a whole, hold hands together, carry out the responsibilities and overcome the difficulties, we are able to make the world a better place and people live in happiness.
