很高興來到美麗的達沃斯。達沃斯雖然只是阿爾卑斯山上的一個小鎮，卻是一個觀察世界經濟的重要窗口。大家從四面八方會聚這里，各種思想碰撞出智慧的火花，以較少的投入獲得了很高的產出。我看這個現象可以稱作“施瓦布經濟學”。
It is great to come to Davos. Small town on the Alps as it is, Davos is still an important window, through which we are allowed to observe the world economy. The phenomenon, according to me, can be called as “ Schwab Economics” that people from every corner of the world gather together, communicating and discussing their thoughts, and finally achieve rather high yields by just small investments.
“這是最好的時代，也是最壞的時代”，英國文學家狄更斯曾這樣描述工業革命發生后的世界。今天，我們也生活在一個矛盾的世界之中。一方面，物質財富不斷積累，科技進步日新月異，人類文明發展到歷史最高水平。另一方面，地區沖突頻繁發生，恐怖主義、難民潮等全球性挑戰此起彼伏，貧困、失業、收入差距拉大，世界面臨的不確定性上升。
Dickens, the British writer, once described the after-Industrial-Revolution world as “ it was the best of times, it was the worst of times.” And nowadays, we are also in a world full of contradictions. On one hand, fortunes are gradually accumulated, science and technology develop rapidly, and people’s civilization reaches the highest throughout the history. On the other hand, frequent regional conflicts, terrorism, refugee tides and some other global challenges occur frequently. Besides, poverty, unemployment and severe income imbalance are arousing more and more uncertainties.
要解決這個困惑，首先要找準問題的根源。有一種觀點把世界亂象歸咎于經濟全球化。經濟全球化曾經被人們視為阿里巴巴的山洞，現在又被不少人看作潘多拉的盒子。國際社會圍繞經濟全球化問題展開了廣泛討論。
To solve the problem, the root of it should be aimed at. Some people owe the problem to economic globalization. It used to be regarded as the cave of Alibaba. And it is now widely thought of as Pandora’s Box. The international community has already have heated discussions on economic globalization.
今天，我想從經濟全球化問題切入，談談我對世界經濟的看法。
Today, I’d like to start my point on the world economy from economic globalization.
第三，堅持與時俱進，打造公正合理的治理模式。小智治事，大智治制。全球經濟治理體系變革緊迫性越來越突出，國際社會呼聲越來越高。全球治理體系只有適應國際經濟格局新要求，才能為全球經濟提供有力保障。
Thirdly, we should continue keeping pace with the times and shape the managing mode of being fair and reasonable. We should insist on the opinion that people with petty shrewdness attend to ?trivial matters, while people with vision attend to governance of institutions. With more and more voices from the international community, it is urge to reform the global economic management system. Only when it meets the new requirements of global economic structure, can the world economy be firmly stable.
國家不分大小、強弱、貧富，都是國際社會平等成員，理應平等參與決策、享受權利、履行義務。要賦予新興市場國家和發展中國家更多代表性和發言權。2010年國際貨幣基金組織份額改革方案已經生效，這一勢頭應該保持下去。要堅持多邊主義，維護多邊體制權威性和有效性。要踐行承諾、遵守規則，不能按照自己的意愿取舍或選擇。《巴黎協定》符合全球發展大方向，成果來之不易，應該共同堅守，不能輕言放棄。這是我們對子孫后代必須擔負的責任！
No matter the scale, strength and fortune, each country should equally take part in making decisions, share rights and fulfill obligations. The emerging economies and developing countries should be given more ?representation and speaking rights. In 2010, the reform on shares of IMF has come into effect, which is encouraged to be continued. Multilateralism is also encouraged. The authority and validity should be maintained. Each country should keep its promises and comply to the rules. None should choose or give up something according to its own will. The Paris Agreement conforms to the global development. The fruits we have already gained do not come easy, thus, we should protect them together and never give up. These are the responsibilities we must take for our descendants.
第四，堅持公平包容，打造平衡普惠的發展模式。“大道之行也，天下為公。”發展的目的是造福人民。要讓發展更加平衡，讓發展機會更加均等、發展成果人人共享，就要完善發展理念和模式，提升發展公平性、有效性、協同性。
Fourthly, we should keep fair and inclusive and create the developing mode of being balanced and benefiting all. As the saying goes, “ when carrying out macro plans, the world belongs to every one.” The aim of development is to bring benefits to people. To reach the condition that ?development and opportunities are balanced and every individual can share the ?achievements, developing concepts and modes should be improved. Fairness, validity and collaboration should also be optimized.
我們要倡導勤勞儉樸、努力奮進的社會風氣，讓所有人的勞動成果得到尊重。要著力解決貧困、失業、收入差距拉大等問題，照顧好弱勢人群的關切，促進社會公平正義。要保護好生態環境，推動經濟、社會、環境協調發展，實現人與自然、人與社會和諧。要落實聯合國2030年可持續發展議程，實現全球范圍平衡發展。
Finally, we should advance the social mode of diligence and hard work and respect everyone’s products. Efforts should be made to solve poverty, unemployment, severe income imbalance and some other issues. In addition, ?vulnerable people should be taken care of. Social fairness and integrity should be promoted. We should also protect the environment to accelerate the coordinated growth among economy, society and the environment, realizing the harmony among people, nature and the society. The United Nations 2030 Agenda for Sustainable Development should be implemented to balance the development throughout the globe.
“積力之所舉，則無不勝也；眾智之所為，則無不成也。”只要我們牢固樹立人類命運共同體意識，攜手努力、共同擔當，同舟共濟、共渡難關，就一定能夠讓世界更美好、讓人民更幸福。
As the Chinese saying goes, “ victory will finally come as long as we pull together, everything will eventually be done as long as we unite as one.” As long as we bear community awareness in mind and unite as one, we will surely shape a better world and our people will certainly be happier.
