當日17時42分許，外賣小哥劉某駕駛一輛電瓶車在太倉市城區上海路婁江路路口由北向南行駛時，他不顧前面是紅燈，加速沖了過去，不幸的是此時與一輛由東往南左轉彎正常行駛的出租車碰撞。碰撞后，外賣小哥被摔倒，顧不上和出租車駕駛員 " 打招呼 "，就急忙撿起散落在地的外賣，加速離開。兩分鐘后，外賣小哥劉某繼續往南行駛，看到紅燈時，不接受教訓的他又一次闖紅燈，結果又與一輛由北向南正常行駛的小型轎車碰撞。劉某連人帶車再次被摔倒，身上受輕傷，此時打算離開的他卻被小轎車駕駛員拉住。
